These are the main points in an agreement

for what is called *Through Booking and Joint Station Arrange-

➡ment" and an agreement drawn up to suit this is in Appendix

A.

This form of agreement is cumbersome, meang

much accounting and trouble and is by no means as desirable as

-

the 2nd., Viz.:- the "Running Power Agreement" this means the

acquisition by B of Running Powers over A's line to the Port.

Of course there can be no question of A's

getting running powers over B's line because A is much the

shorter line. A has ne natural objective on B's line whereas

B has a very natural objective on A's line, namely, the port

from which it is shut off by a very short bit of line and has

therefore every right to desire to reach.

In any country in which the two lines were

situated under the same Government B would be forced to give A

running powers for the general welfare, and therefore B would

get somewhat better terms, but here, where the "running powers"

is to be a matter of favour it is most probable that A will want

better terms than are generally given for running powers to

other lines where they are obtained by "Force Majeuro".

Ordinarily speaking "Running Powers" means

the right to haul work and deliver all traffic of all descrip-

-tions
